Can a person have propositional knowledge without knowing a language?

I assume not, but I haven't really researched it. Has anyone argued that people can?

EDIT: This came up because I wanted to argue that we have no knowledge (anyway, no propositional knowledge) when we are born. So really I want a yes or no on "We do not know language when we are born, therefore we have no innate propositional knowledge."
