Possible scam? Please help

I think I'm in the middle of one of those romance scams and I need some military advice. The person I met says they are U.S. Army, deployed, first to Syria and then to an assignment in Germany but wants to come home. She said that her commander needs a "replacement fee" in order to get someone to take her place. That sounds ridiculous to me, but I'd like to know for certain. Any help would be greatly appreciated.
