Is the Hint Wrong About the Alternating Series Test?

The hint argues that since the series failed the alternating series test, it diverges, which, from what I’ve studied, is wrong.

If a series passes the test, it is necessarily convergent. If it fails the test, the test is inconclusive, meaning that it could diverge or converge. If that is true, then how did the hint deduce that the series diverge based on the alternating series test?

If I’m missing something, please enlighten me in simple words. Thank you in advance!
