Pronouns as Proper Nouns

Hello! In English- is there anyway possible that pronouns can be poper nouns in certain contexts? Someone on Twitter is insisting that the "we" in the Preamble of the Constitution is a proper noun in that context. The only evidence he will give me is that it's capitalized and there are complex linguistic theories about it that I wouldn't understand. Please enlighten me. TIA
