My ex husband was ordered by the Texas courts during our divorce to provide my two children medical coverage (support). He did so up until August 2016 when he decided he wanted to go to school full time. I already had them covered by Texas Chip and he asked to be exempt until he could find coverage. He researched insurances but stated that the only way for him to give them coverage was if I stopped claiming my middle son on my taxes. I refused and thus he didn't put them on his coverage stating that they had Chip to cover them. Flash forward almost a year later and I find out that he has another coverage for his step-daughter and future child with his wife. I asked if he remembered that he needs to provide coverage for our sons also and to that he said he "knew his obligations".

What's my next step? Can I get him the past year of no coverage? I know that I am the stupid one for not going after him earlier but luckily nothing major has happened.
