Does anyone work a property that refuses to check in locals at all?

I was looking at Hotel Tonight, and there's a property here in Orlando who has a disclaimer "This hotel does not accept guests who have an ID showing they live in Orange County, FL or any surrounding county."
I mean, they're getting marketed on an app like Hotel Tonight, which is generally marketed to locals needing an escape.
This is a hotel in the core tourism area, so it's not in the "by the hour" realm of properties.
I just can't comprehend turning away potential room revenue like this.
