Do some guys get off on wasting someone's time?

I've had this happen more than once. Someone constantly messaging to hook up. The time finally comes that were both free and one of us can host. I head to their place and just get dragged along waiting for them to be ready for me to come in. Excuse after excuse as to why they can't host just yet...their roommates about to leave or their still getting ready. After a while I just finally give up and leave. What's the max amount of time you wait for someone? How can I avoid this in the future?
