This happened in the locker room where guys routinely get more naked than American gyms, so his being naked and not trying to cover up wasn't out of the ordinary. What was a bit unusual was his tugging on his dick.

That said, I'm not 100% sure his pulling on his dick and rolling his foreskin back was directed at me, because there was a communal "island" bench in the locker room rimmed by lockers sort of in a square perimeter. The bench is where we put stuff down and we were both at it so we had to face each other a few feet apart. He was completely naked since he was about to shower. He took his sweet time and kept looking at me. I could tell out of the corner of my eye as I was changing and putting away stuff. As a bi/gay man, I can kinda tell when something is happening and it felt like one of those times.

Of course it could have all been just him tugging on his junk after taking off his clothes. I'm 70% sure it was a form of showing off or more though. Was it a power move? Was it flirting/cruising?
