What does it mean to build tolerance and is that different than withdrawls?

What I mean by this question is that can I be possible for someone to build tolerance and never get withdrawls from a substance?? I thought of this because I smoke one cigarette a day and have been doing this for months. I never get withdrawls of even the slightest discomfort when stopping. But I have built tolerance to the point where I can’t even feel it anymore. How does this make since if I can build tolerance but my regular acetylcholine levels are still high enough to feel normal?? Am I just building tolerance to nicotine only and every natural source of acetylcholine is unaffected in my body such that I feel normal
