Question regarding vastly different dentist feedback

Hi everyone! I have severe dental anxiety and have been putting off dental care for myself and my, now, 7 year old. Last year we took her to a dentist and they said she had cavities. They recommended putting her under general anesthesia to do crowns and other extensive treatments. They never got back with the pre approvals and canceled our follow up appointments without notice. After that I changed jobs, quit the new terrible job and was unemployed for a few months. This week I went to the dentist with a completely new provider and got an exam and the next day took my daughter. This new provider said she has absolutely no cavities. She has some pain but he could find no reason for it and speculated it was teeth pushing together. She is very small. I have a small mouth and had a tooth pulled as a child for crowding. It won’t surprise me if she needs this at some point. Her adult teeth are coming in very crooked. But back to the main point, I can’t wrap my head around one dentist advising to put her under for crowns and other treatments and the new dentist saying she doesn’t have any cavities. She got fluoride and sealants. Can any professionals shed some light on what might be happening here?
