I just received the car fax for a vehicle I’m test driving today, apparently it failed it’s last safety inspection in 2021. Can I ask the dealer about this?

Also, is this a common thing for cars to do? It’s a 2018 Jeep Wrangler. It passed safety in 2019/2020 but failed 2021. Will the folks over there give me a good explanation why? It passed emissions but the fact it failed safety is concerning.
Edit: the funny thing is, the report says in bold “failed safety inspection” but then says “passed safety inspection” under in a bullet point. So idk what that means.
