Offered a price on paper, then backed down?

Have been looking at '16 CR-Vs and went to a local Honda dealer to test drive the few that I spotted. They were all used fleet SE models with 30-35k miles, around $18-$18600 asking price. The history checked out on all of them. After explaining my budget, and driving a few, and what financing we wanted, I found I like, but needed to have a tech look at the engine, as it was rattling like a snake. We went back and forth about tinted windows and floor mats, but told her we would put cash down, but needed OTD no greater than $18k. She pushed and pushed, and finally she wrote down $17500 and asked if we had a deal. I Explained sure, once her mechanics took a look at the engine. She went to her office, or wherever she was going to, and then came back with a list of all the CR-Vs in the area, and started talking about how the price was fair at $18560, and she could no longer do the $17500. I said no bueno and left. Is that a normal thing to do, and then kinda be a jerk when I brought up the fact she wrote down a lower amount? Should I have asked to bring to my own mechanic? I feel like that one slipped away, but the way it went down was not a happy moment.
