Can I simply email a car salesman at a dealership with my cash offer to skip all the mumbo jumbo & time?

For ex: car I like is for sale for $20,800. Can I literally just email one of the car salespeople at the dealership and say hi I want to come see this car, but before I drive 1.5 hours to see it, I want to know if you can agree to the out-the-door price of $20k even? I'm assuming i'll like this car, just need to test drive it, but I don't want to come all the way up there until you and I settle on an OTD price.

Am I allowed to do this? Of course there might be a little back & forth of settling on $20.5k even, but I really don't want to spend 3 hours at the dealer talking numbers. I just want to write a check if I like it in person without surprise add-ons at the end.
