My friend paid cash for a used car from a large dealer in TX. It’s been 9 months an no title. It seems like the dealer isn’t motivated to help. What does she need to say or who does she need to contact to get things moving? What’s the worst case scenario here? Does the dealer buy the car back if they can’t provide a title?
