Have a car titled with a co owner but both of us live in a new state and lost title. Not in contact with co owner and looking to sell car. What are my options? (WA and MO)

I bought a car back in 2017 in Missouri, I have since moved to Washington state. My credit was bad at the time and only had money for the deposit, a family friend co signed for me because my parents refused to help me.

Fast forward to now: the car was paid off 4 years ago after I moved but I didn’t think about the difficulties with titling a car in a new state and now I’ve lost the title from my last move.

I attempted to get in contact with said family friend but it seems as though they blocked my phone number and I have no contact with them. I checked for social medias, I’ve been blocked on all of them.

How can I possibly obtain a new title and sell this vehicle? Oh, I also have the lien release stating said vehicle is paid off.
