Telescope strength with Saturn and Uranus

I have a Classic Dobsonian 250, and we can see the rings around Saturn. I just read about Uranus and the new views by Webb. I also understand that Uranus is twice the distance from us than is Saturn (17 AU vs 8 AU?). Does this mean I need a telescope that's twice as powerful to see Uranus's rings?

I didn't know if the difference was geometric or some other scale.
