Noob question about pipe noise

I live in an old 70s apartment that uses a boiler heating system. Recently a plumber replaced water gauge device ( not sure what it is called) on the pipe in my bedroom. This new unit makes constant noise like running water. The heat is off but the unit still makes the noise. Is there anything I can do?
