No water coming out after I cut the pipe

I wanted to install the ice maker of my fridge by linking the pipe behind the fridge, this is how it looked at the beginning:

and then I shut off the main water supply valve, cut the blue head of this pipe, and put in a push-fit valve, and now it looks like this:

this is when it is turned off

and then I turned on the main water supply again, but no water came out from the pipe, no valve nearby and I have checked the whole condo, but there is no valve to control it either. And I also tried to suck it with my vacuum, open all the other faucets at home, but still no water came out.

What should I do now? Can I confirm that it never had water coming in from the day it was designed? Or should I still hire a plumber to check? Has anyone seen this situation before?
