Copper pipe to thick?

So i'm trying to install a new toilet, and the water shut off for the incoming water from was leaking. With the old one being previously welded on, i cut it off expecting to be able to put a compression shut off right on the pipe. But, despite my best effort, it does not fit. it's definitely a 1/2 inch diameter, but it's almost like the pipe is to thick for the compression sleeve/nut to slide on. any suggestions on how to get a new shut off valve on there?
