Outdoor faucet leaking through small nut on top?

An outdoor faucet is leaking from the top of a small nut or something on the top. As soon as I turn the water on it will start leaking through that little bolt thing on top.

It cannot be tightened or loosened a single inch. I've tried liquid wrench and other loosening agents but it still will not budge. I probably went a little overboard but bent a pair of vice grips trying to get it to move.

I've not been able to find an example of this type of valve/faucet before. I am perplexed. Help appreciated!
