Help identifying connection type?

Just for quick context, I’m replacing the hot and cold angle stops under my sink as I believe the gate is stuck. I closed it but now turning the handle to open it, it doesn’t open…on both.
I’m new to this so I’m unsure what this connection is? Is this a compression fitting?
Also, in second pic, if I cut on the line shown, will that leave me enough room to put the new one on?
