What is this hose adapter with a machine screw(?) on a spring mechanism in the middle? (it's at the bottom of my pressure well tank for draining/flushing tank)

This thing sucks and leaks, but I am not sure what it is. The little screw can be pushed in or pulled out a bit and seems to be on a spring. Almost like a giant Schraeder valve on a tire. I use this fitting to attach a hose here for draining the tank to flush sediment, but the fitting is old and leaks. What am I looking at?
