Water Won't Turn Off?

Pretty much as the title states, but we've got a three or four year old American Standard Thermostatic valve and the water valve doesn't close completely. When in off position, the pressure does come down but it's more than a trickle and less than low - if that makes sense.

We've pulled off the handles, cover plates and tried both turning the plastic cover and tightening the center valve screw - neither does anything to improve the situation.

Looking for recommendations on what to try next. Any suggestions are appreciated as a plumber isn't something we can really afford right now.
