electric water heater: salvageable? junk it?

Hi all,

The hot water in the utility sink/washing machine in my building’s basement started coming out lukewarm, so I went to press the reset button on the electric water heater and noticed reddish-brownish gunk in and around the upper access panel (and streaked down the side of the tank to the lower access panel). I have only a tiny bit of familiarity with water heaters, so I’m wondering if the photos suggest full replacement is necessary, or if some combination of flushing the tank/replacing the anode/testing the thermostat/replacing heating elements would be worth considering…

(For context: if I’m interpreting the serial number correctly, the heater was installed in July 2000…)
