Kitchen lights flicker randomly

So I've got kitchen lights that are 4 recessed can lights. I have LED bulbs in them, and the lights are on a smart switch. When they are in use, they flicker randomly and it drives me insane. I've had 3 different electricians come out and not a single one can seem to figure it out. Here is what has been tried:

  • New bulbs
  • New regular switches instead of smart switches
  • Bypassing switches entirely and just providing constant power
  • Turning off all other devices on that circuit
  • Turning off all power to every single other breaker in the home except the kitchen

All of these things still provide the same result, a headache inducing flicker in my kitchen. Anybody here have some ideas?
