How can I find my Toronto utility account number and client number?

I recently moved into a house and figure I should pay my water bill. I successfully created an account on the toronto website and paid property tax, but when trying to pay utilities it asks for a client number and account number, but I don't have these. I try to call 311 and email the address provided but get nothing.
Is there a way I can look up these numbers? I want to give the city money!
