Would anyone know why is Consulate General of India NOT processing paper visa applications?

I know India resumed processing e-visa applications back in November but I am a person of Pakistani origin and have been waiting forever for paper visa applications to resume. Would anyone know why they won’t resume processing them with e-applications?

I have had to change my ticket twice just because of this: originally had planned to travel in October but the visas stopped in September. Moved my ticket to January, but paper visas are still shut?! I wonder what’s happening? Please help a bud out. My ticket is now booked for April 2nd. Wondering if I should cancel it altogether. My security clearance is already in, I just need them to put the stamp on my passport at this point.
