Condo living - frequently find cars parked next to the underground garage parking with no door access waiting to be let in. Who could these people be?

Hello! So I recently just moved into a condo. (its actually in Richmond Hill but I figure the situation is similar enough that it can be asked here). I pretty frequently find times when I am coming home and parking my car into the underground parking, that there would be a car (sometimes even 2) just parked next to the garage door, waiting for someone (like myself) to open the garage door, and then follow my car in, presumably they don't have garage door access.

Today, one car actually saw me coming, and then proceeds to drive in front of the garage door, waiting for me to let them in (felt kinda rude IMO but whatever)

I'm not really too worried about safety but I'm just really curious why they don't have garage door access. I believe there might be a couple underground parking spots for visitors but we definitely have an above ground visitor parking lot which has spots available. If they're a resident like myself, they should have a key fob with garage door access.

I'm thinking maybe it could be someone who is renting a parking spot but I don't see why you would rent a spot if you don't live here.. maybe a resident who is a roommate/family member with a second car renting somebody else's spot perhaps?

Anyone might know to weigh in? lol
