Cheapest way for teen to have a car?

My son is 14 and is dying to own a car soon. I don't think it's affordable. What would be the cheapest way to do this (assuming some maintenance can be done DIY by the kid)? Something like a 2010 sedan owned & insured by me with him as a secondary driver? Insurance aside, can a $6-8k car be realistically maintained for <$1k/year and last 5 years?
