Morning joggers during rush hour times

Am currently on leave for a week cos I need to clear leave from last year. I work a hectic job in an MNC which requires me to work from 9am till late sometimes 3am the next day)

Recently I was around the neighbourhood (I stay in Bukit Panjang) and I realised there are quite a number of people (mid 20's - early 30's) who can afford to jog during morning rush hour times during weekdays. E.g 7-9am

Can tell they are not students, expats or non working adults. Like how do they afford this luxury?
