Doesn't "If they wanted to, they would.|" apply to all interpersonal relationships?

I've heard the phrase often being used in terms of dating/romantic relationships but doesn't it also apply to all interpersonal relationships?
E,g, If your sibling/parent wanted to have you in their life they would.
If your friend wanted to message you they would.
If you wanted to get to know someone you would.
Since all relationships take effort from all parties involved in the relationship if the person wanted to make an effort they would.
