Boil Advisory Question for Border Residents/Businesses

So I understand why we need the boil advisory due to the water system damage from the hurricane. My question is why do people who live next to the Henderson County line boil and people less than a mile across the border don’t?
Is it an arbitrary line or is there an infrastructural reason?
Not complaining just genuinely wondering.
