Confused about what to do with forthcoming water flow

Water is slowly coming back across Asheville which is great. But I’m getting a bit of mixed information on how to handle that at our home.

Should we turn off the water flow to our sinks, toilets, and water heater?

Our breaker is currently off to our water heater. But I’m unsure of how to manage the forthcoming highly chlorinated and sediment filled water flow, and don’t want to incur any damage.
