Why is it legal to have a car that sounds like it is firing off gun shots?

It’s kind of messed up to drive these things right by the VA. I’m sure they love having their ptsd triggered.
I’m sure just regular people love being startled by the sound of rapid fire gun shots, in a day and age of constant mass shootings.
