Regarding the shit being built on Clingman Ave in RAD

Who are they aiming that shit at?
I mean, they look like they’re gonna be sold/rented as “luxury” apartment/condos, but that intersection at Clingman and Hilliard is gonna be hell on wheels with that other plywood and 2x4 bullshit being built right there.
There cannot be that many clueless remote workers expected to pour money into this.
Healthcare workers?
It seems like a Hail Mary… but I don’t know anything about real estate.
