Trying to get E-5, and Squad Leader isn’t helping

Currently a Specialist 11B, I’ve been in for about two years and I’ve served in different E-5 positions such as a Bradley Gunner and Team Leader, earlier last year I moved platoons and was made a regular joe again, I recently just got back up to Team Leader and I’m still non-promotable. I’m squared away on knowledge, overall decent in fitness. I teach. Ever since I came to this new platoon I just kept getting non-promo counseling after non-promo counseling since there were no E-5 spots available at the time, the PSG I had just a couple months ago even said he wanted me as a team leader and was willing to send me to another platoon so I could be a TL and progress. But that PSG recently got moved, we have a new one now so that idea’s out the window. and my current SL doesn’t give two fucks about me, other team leaders notice it and are always saying how he’s fucking me over by not putting in any word to the new PSG to send me to the board, since if a new Sgt happens to come to the platoon, my spot will go to him. I’ve tried talking to my SL about the board and he told me I’d have to talk to PSG and 1SG myself about it. Like alright I acknowledge it’s my career and I’m the one that needs to kick the door in but as a Specialist going up to an E-7 and an E-8, it would fucking help if my SL would vouch for me even just a little. I’m turning to Reddit just so I can ask other people with more experience how can I navigate through this and get my. stripes, with minimal support from my first line leadership. Thanks
