Declination of orders question

Hey I am oconus in Alaska right now with a four year contract. I’m about to hit year 3 and my PSG has said if I don’t re-enlist I need to sign a dec statement since you are only able to be oconus three years and I do not have enough time on my contract to pcs. What does this entail? Other than I am flagged from promotion.
