Trying to help my soldier

So I have a troop who pays child support through the state of Michigan. They count his BAH and all allowances into his child support. He lives on post and they still count for BAH even tho he doesn’t receive it, and it all goes to housing. All his support comes out of his base pay leaving him with less than $2,000 dollars to take care of his wife and child that does live with him. Is there anyway around that anyone would know of?
