AR 600-8-14 Question

I’ve gone over it and says “Military personnel may be photographed when wearing uniform or civilian clothes. All military members in uniform or civilian clothing must comply with service grooming standards.” But my BGD kicked me out of CAC appointment for being in Civies. Can they change the regs to their liking? Not a big deal but they never mentioned it when I made the appointment
