National Park/Monument access during Government Shutdown?

My wife and I are coming to AZ next week, and are really looking forward to our trip. However, a major part of that trip involves visits to the three national parks in AZ and a few national monuments.

Given the likelihood of a government shutdown, we are concerned about whether or not we will be able to access these parks. While I know the Grand Canyon will likely remain open due to allocated state funds, I am completely unclear about the other two main parks.

To that end, do any of you know whether the roads into Petrified Forest National Park and Saguaro National Park were open during the latest government shutdown in January of 2018, or have any insight as to whether they will be open during this upcoming shutdown? We know the visitor centers will be closed, but are mostly concerned about getting into the parks.

We are also hoping to visit the Canyon de Chelley and Tonto National Monuments - do any of you know the status of these during the latest shutdown?
