Ping in NA unacceptable

I use a usb type C to ethernet adapter. My ping to my router is 1ms. My ping to google is 23ms steady. Ping to Dallas: 76ms steady. Ping to aov servers (in dallas) 97ms.
Why are we using dallas for a NA server anyhow? Chicago would be better for nearly everyone. Obviously id prefer seattle seeing as im west coadt but ill be fair.
Why is tencent servers MINIMUM 20ms higher then other servers in the same city? In game ill regularly go above 100. If i use wifi, 110 easily.
