Can't connect to Arduino shield (SIM7000E)

Hi, this is an issue I'm having trying to connect with Botletic's SIM7000E shield, but it seems like a fairly basic Arduino issue, especially since this is my first time using an arduino, so I can see it being a trivial issue.

Currently, every time I try to upload code to the arduino it returns the error message "Couldn't find FONA", even though the shield is fully powered, by the USB cable and a 12V DC supply connected to the arduino, and it's on (power LED is constantly on, and network LED is flashing every 600ms meaning it's trying to establish a network connection). I've tested both the PWR and the RST pins with an oscilloscope, and they're both working correctly (i.e. outputting 5V when they're supposed to) with this code. I'm not really sure where to go from here, so any help would be much appreciated.
