ADA compliance necessary with single occupant in private office?

Hey all. We have a little back and forth going on with one the architects that we use in the NJ area. The architect is stating bathrooms must be around the 5'x7' mark as per ADA standards which would be fine however according to this link to the ICC A117 states under section 604.4 exception 2 "water closet in a toilet room for a single occupant......shall not be required to comply with this section".

So I am asking this community. If the bathroom is to be located inside the private office does it need to comply with ADA standards?
