Camera not moving at all

As the title says, the camera doesn't move at all, if I try to pan with my mouse it just hits the edge of the screen and nothing moves. If I try moving my character into the sides or corners of the screen, again nothing.
For now I've just been double tapping the map key and that re-centers it on my player, but I can't imagine that's intended or how the game usually functions.
I'm using GOG and have installed the Unoffical arcanum patch 2.0.0
