Is there such things as arborist that has no possible gain from diagnosing a tree?

Meaning: is there a way for someone qualified to inspect a tree and give me an honest opinion on the health of the tree and whether or not it needs to be cut down before it falls on my house? I can see how an arborist can potentially mislead me if they also offer tree cutting services. How would I go about finding such person?
