Need Advice: Gardener butchered my 12โ€™ Jacaranda

Well I asked my gardener to prune these bottom branches of the adolescent tree because I did some light research suggesting it would help vertical growth. He misunderstood and thought I wanted the tree entirely removed (why?) and when I came home I freaked out that it was gone. He said not to worry because he still โ€œhad the treeโ€ and the result of him returning it is the second picture. This tree was about 2 years old at the time. Should I keep it as is and hope it grows or remove it and start with a new sapling? Weโ€™re in Zone 9, Central California.
