What did this and how bad is it?

I’ve been clearing out an overgrown spot in the corner of our yard and just noticed these holes in this tree today. This portion of the tree doesn’t look great to begin with (see last pic) and I can only imagine this is not good. If so, how much time does this tree have? And how expensive might removal be? It’s at the corner of three lots (including mine). I think it’s on a lot owned by my town but it’s not entirely clear where my property line is.
