Help with Red? Oak Overall Health

Hi all, need help assessing the overall health of my oak tree from photo #1. Located in North Texas, just east of Lake Ray Hubbard; made it through a historically hot summer. Been watering as often as able, especially now that local water restrictions have been lifted. Is my tree dying, or is it in some state of shock? Photo #2 is of another one of my oak trees (same species) located approximately 20 feet away from the one in question. Any tips to help my friend out would be greatly appreciated.
