Are FRT's legal or not?

I'm seeing a lot of mixed information on this. I can't tell if they're completely illegal or rare breed was just forced to stop selling them. Also the WOT trigger is apparently still for sale on wot15 but that very well could be a honey pot for all I know. They look neat but I like not being a felon so I figure I'll ask you fine lawyers. Thanks.
