Who pays mobile apps?

I have two questions about how mobile applications make money:

  1. Can an app make money even if they have no ads, are completely free to use, don’t have any subscription or donation options, etc., and don’t have any partnerships?

If so, who pays these kinds of apps, and why can they still get paid?

  1. Who pays the mobile apps that advertise their application? If an app is paying another app through a partnership to advertise them, how do they make profit from users downloading their application.
